Nutrient Credit Trading Program; Certification Amendment Requests

 The Department of Environmental Protection (Department) provides notice of the following certification amendment requests that have been submitted under the Nutrient Credit Trading Program (Trading Program). See 25 Pa. Code § 96.8 (relating to use of offsets and tradable credits from pollution reduction activities in the Chesapeake Bay Watershed).

Credit Certification Amendment Requests

 The following requests are being reviewed by the Department.

Lycoming County Conservation District on behalf of Ted Barbour (Lycoming County) This certification amendment request involves updates to manure values for nutrient reduction credits to be generated from riparian forest buffers, off-stream watering with and without fencing and precision grazing.

This certification amendment request involves updates to field data for nutrient reduction credits to be generated from continuous no-till, cover crops and conservation tillage.

Written Comments

 The Department will accept written comments on these proposed pollutant reduction activities for 30 days. The Department must receive comments on these requests for credit certification no later than Monday, September 23, 2019. Commentators can view submitted materials and are encouraged to submit comments using the Department's online eComment tool at www.ahs.dep.pa.gov/eComment or by e-mail to ecomment@pa.gov. Written comments can be mailed to the Policy Office, Department of Environmental Protection, Rachel Carson State Office Building, P.O. Box 2063, Harrisburg, PA 17105-2063. Use ''LCCD'' as the subject line in written communication.
