 Under Executive Order 1996-1, agencies under the jurisdiction of the Governor must catalog and publish nonregulatory documents such as policy statements, guidance manuals, decisions, rules and other written materials that provide compliance related information. The following compilation is the twenty-third list of the nonregulatory documents.

 This catalog is being provided to ensure that the public has complete access to the information necessary to understand and comply with state regulations. We have made every effort to ensure that the catalog includes all documents in effect as of July 23, 2019; however, due to the breadth and changing nature of these documents, we cannot guarantee absolute accuracy. Facilitating access to information is important to enhancing the partnership between the regulated community and the State.

 As of June 2017, the Area Agencies on Aging (AAAs) are no longer the assessment agency for level of care determinations for individuals seeking eligibility for Medicaid funded nursing facility care or Long-Term Services and Supports. Aging Well PA, LLC, a subsidiary of the Pennsylvania Association of AAAs, under contract with the Department of Human Services, assumed responsibility for completing level of care determinations. In April of 2019, the Level of Care Determination tool was replaced with a new Functional Eligibility Determination tool administered by Aging Well PA, LLC. The administration of the Needs Assessment Tool, The Needs Assessment Tool—Express, and the newly created Caregiver Assessment Tool used for enrollment into Aging Services Programs remain the responsibility of the AAAs. The Assessment Chapter of the Aging Service Policy and Procedure Manual is currently in the process of being revised to reflect these changes.
