E38-195, Transcontinental Gas Pipe Line Company, LLC, 2800 Post Oak Blvd, Level 6, Houston, TX 77056, Atlantic Sunrise Pipeline Project, Cold Springs, in East Hanover, North Annville, South Annville, South Londonderry, Swatara, North Lebanon, and Union Townships, Lebanon County, ACOE Baltimore District. The proposed project starts at the Lebanon County Schuylkill County border (Pine Grove, PA Quadrangle N: 40°, 31`, 39"; W: -76°, 29`, 25") and ends at the Lebanon County Lancaster County border (Elizabethtown, PA Quadrangle N: 40°, 12`, 30"; W: -76°, 31`, 49")

 To construct, operate and maintain approximately 28.4 miles of 42-inch diameter pipeline and appurtenant structures associated with the Lebanon County portion of the Atlantic Sunrise Pipeline Project Central Penn Line South. The proposed project impacts in Lebanon County include a total of 4,629.3 linear feet of temporary stream impacts, a total of 581.5 linear feet of permanent stream impacts, 16.20 acres of temporary floodway impacts, 1.55 acre of permanent floodway impacts, 2.30 acres of temporary impacts to Palustrine Emergent (PEM), Palustrine Forested (PFO) and Palustrine Scrub-Shrub (PSS) wetlands, and 0.82 acre of permanent impacts to PEM, PFO and PSS wetlands. Specific impacts are shown in Appendix 1—Project Impacts. The permittee is required to compensate for the proposed permanent PFO and PSS project impacts in Lebanon County by providing 2.35 acres of successful compensatory wetland mitigation through a combination of wetland creation and wetland enhancement located at the Hibred Farm Mitigation Project along State Route 0897 (Wormelsdorf, PA Quadrangle N: 40° 17` 02.38"; W: -76° 10` 34.34.03") in West Cocalico Township, Lancaster County. This mitigation site shall compensate for the proposed permanent project impacts in Lebanon and Lancaster Counties by creating a total of 7.03 acres of wetland rehabilitation and enhancement of existing wetlands. The proposed project starts at the Lebanon County Schuylkill County border Pine Grove, PA Quadrangle N: 40°, 31`, 39"; W: -76°, 29`, 25" and ends at the Lebanon County Lancaster County border Elizabethtown, PA Quadrangle N: 40°, 12`, 30"; W: -76°, 31`, 49" in Cold Springs, in East Hanover, North Annville, South Annville, South Londonderry, Swatara, North Lebanon, and Union Townships, Lebanon County.

 Any person aggrieved by this action may file a petition for review pursuant to Section 19(d) of the Federal Natural Gas Act, 15 U.S.C.A. § 717r(d), with the Office of the Clerk, United States Court of Appeals for the Third Circuit, 21400 U.S. Courthouse, 601 Market Street, Philadelphia, PA 19106-1790 within 30 days of publication of this notice, or within 30 days of receipt of written notice of this action, whichever occurs first. Important legal rights are at stake, so you should show this document to a lawyer at once.

Atlantic Sunrise Project—Unity Loop, in Jordan, Franklin and Penn Township, Lycoming County, ACOE Baltimore District (Sonestown and Picture Rocks, PA Quadrangles N: Start: 41.261518°, End: 41.268885°; W: -76.526921°, End: -76.689998°).

 To construct and maintain a forty-two inch (42") diameter pipeline under and/or through the below listed floodways, streams and wetlands as part of the Atlantic Sunrise Project—Unity Loop. The new 8.6 mile long pipe will be installed adjacent to an existing pipeline as a loop. The project is an expansion of the existing Transco Leidy Line System natural gas transmission system that will enable Transco to provide transportation of natural gas from the Marcellus Shale production areas in northern Pennsylvania to its existing market areas, extending to as far south as Choctaw County, Alabama.

 This project proposes to have the following impacts:

 A total of twenty (20) temporary and seventeen (17) permanent stream impacts are proposed to West Branch Little Muncy Creek (CWF, EV), UNT to West Branch Little Muncy Creek (CWF, EV), Little Indian Run (CWF, MF), UNT to Little Indian Run (CWF, MF), UNT Little Muncy Creek (CWF, MF), Beaver Run (CWF, MF), UNT to Beaver Run (CWF, MF), Big Run (CWF, MF), UNT to Big Run (CWF, MF), Sugar Run (CWF, MF), UNT to Sugar Run (CWF, MF), Larrys Creek (HQ-CWF, EV). Project watercourse impacts shall include and be limited to a total of 2,322 linear feet (0.77 acre) of temporary stream impacts and a total of 2,009 linear feet (0.25 acre) of permanent stream impacts.

 A total of twenty-one (21) temporary and fourteen (14) permanent wetland impacts are proposed. Project wetland impacts shall include and be limited to a total of 2,790 linear feet (4.06 acres) of temporary wetland impacts and a total of 1,668 linear feet (0.28 acre) of permanent wetland impacts.

 A total of nineteen (19) temporary and fourteen (14) permanent floodway impacts are proposed. Project floodway impacts shall include and be limited to a total of 4,694 linear feet (4.77 acres) of temporary floodway impacts and a total of 1,797 linear feet (0.16 acre) of permanent floodway impacts.

The proposed project starts at 0.22 mile north on Happy Valley Road from the intersection with Monroe Drive (Shamokin, PA Quadrangle N: 40°, 50`, 23.7"; W: 76°, 30`, 27.13") and ends at 0.4 mile north west of the Helfenstein Road and Ranch Road Intersection, 1.1 miles north east on Helfenstein Road East of Pitman (Valley View, PA Quadrangle N: 40°, 43`, 51.6"; W: 76°, 30`, 9.8") in East Cameron, Coal, and Ralpho Townships, Northumberland County.

 To construct, operate and maintain approximately 9 miles of 42-inch diameter pipeline and appurtenant structures associated with the Northumberland County portion of the Atlantic Sunrise Pipeline Project Central Penn Line South. The proposed project impacts in Northumberland County include a total of 1,046 linear feet of temporary stream impacts, a total of 116 linear feet of permanent stream impacts, 4.86 acres of temporary floodway impacts, 0.27 acre of permanent floodway impacts, 0.34 acre of temporary impacts to Palustrine Emergent (PEM), Palustrine Forested (PFO) and Palustrine Scrub-Shrub (PSS) wetlands, and 0.08 acre of permanent impacts to PEM, PFO and PSS wetlands. Specific impacts are shown in Appendix 1—Project Impacts. The permittee is required to compensate for the proposed permanent PFO project impacts in Northumberland County by providing .35 acre of successful wetland creation and wetland enhancement at the Swatara Creek mitigation site located in Pine Grove Township, Schuylkill County off of State Route 443 (40° 31` 50.52" N, 76° 24` 51.10" W). This mitigation site shall compensate for the proposed permanent project impacts in Columbia, Northumberland and Schuylkill Counties by creating a total of 5.36 acres of wetland creation and enhancement of existing wetlands.

 The Department received a Notice of Intent (NOI) for coverage under the Department's ESCGP-2 general permit for this project. The Department published notice in the May 27, 2017 edition of the Pennsylvania Bulletin (46 Pa.B. 4892) that the NOI was under technical review. The Permit Number assigned to the NOI at that time was ESG0300015001. A 30-day public comment period was provided, which ended on June 26, 2017.

 The Department determined that stormwater discharges associated with the proposed earth disturbances would be more appropriately controlled through an Individual E&S Permit, and the NOI and supporting materials that were submitted by the applicant were adequate to prepare an Individual E&S Permit.

 The Department has concluded that the NOI, the Erosion and Sediment Control Plan, and the Post Construction Stormwater Management/Site Restoration plans and other associated supporting materials demonstrate compliance with the Pennsylvania Clean Streams Law and 25 Pa. Code Chapter 102 and Pennsylvania water quality standards.

 This authorization is granted to authorize stormwater discharges associated with oil and gas related earth disturbance activities using erosion and sediment control and post construction stormwater best management practices (BMPs) in compliance with all representations set forth in the NOI, and its supporting documents and the permit terms and conditions.

 Any person aggrieved by this action may file a petition for review pursuant to Section 19(d) of the Federal Natural Gas Act, 15 U.S.C.A. § 717r(d), with the Office of the Clerk, United States Court of Appeals for the Third Circuit, 21400 U.S. Courthouse, 601 Market Street, Philadelphia, PA 19106-1790 within 30 days of publication of this notice, or within 30 days of receipt of written notice of this action, whichever occurs first. Air Quality; Notice of Proposed Revision to the State Implementation Plan for Oxides of Nitrogen, Volatile Organic Compounds, Notice of Public Hearing, and Notice of Intent to Issue Revised Air Quality Operating Permit 14-00003

 Approval of a Reasonably Available Control Technology (RACT II) plan for Pennsylvania State University located in State College Borough and College Township, Centre County.

 In accordance with 25 Pa. Code §§ 129.96—129.100, the Department of Environmental Protection has made a preliminary determination to approve a RACT II plan and an amendment to the State Implementation Plan (SIP) for the University Park Campus owned and operated by Pennsylvania State University located in State College Borough and College Township, Centre County.

 The proposed SIP revision does not adopt any new regulations. It incorporates the provisions and requirements contained in the amended RACT II approval for the facility, which are intended to satisfy the requirements for the 1997 National Ambient Air Quality Standard (NAAQS) and the 2008 NAAQS for ozone.

 The proposed amendments to the RACT II determination, if finally approved, will be incorporated into a revised operating permit (14-00003) for the facility. The relevant RACT II requirements will be submitted to the U.S. Environmental Protection Agency (EPA) as a revision to Pennsylvania's State Implementation Plan and will remain in effect until replaced pursuant to 40 CFR 51 and approval by the EPA. Requirements that are not part of the RACT II determination will be excluded from the SIP submittal and include the provisions of the Department's presumptive Reasonably Available Control Technology (RACT II) requirements in accordance with 25 Pa. Code § 129.97, as they apply to existing sources at this facility.

 The following is a summary of the proposed amendments to the RACT II determination for this operation that will be submitted to the EPA as a SIP revision:

Public hearing. A public hearing will be held if requested by October 10, 2017 to accept oral comments on the proposed operating permit revision and the proposed SIP revision. The hearing will be held, if requested, on October 17, 2017, at 10:00 AM at the DEP Northcentral Regional Office, 208 West Third Street, Suite 101, Williamsport, PA 17701-6448.
