The facility has the potential to emit 72 tons of PM-10 per year. Sources are controlled by wet suppression and fabric collectors.    36-03106:  Eastern Industries Inc. (4401 Camp Meeting Road, Center Valley, PA 18034-9454) for operation of a limestone quarry in West Cocalico Township, Lancaster County. This quarry is a non-Title V facility. The facility has the potential to emit 46 tons of PM-10 per year. Sources are controlled by wet suppression.    67-03098:  Workinger-Semmel Funeral Home, Inc. (849 East Market Street, York, PA 17403) for operation of its human crematory in York City, York County. The crematory has the potential to emit 3 tons of NOx per year. The operating permit will include monitoring and record keeping requirements, emission restrictions and work practice standards designed to keep the source operating within all applicable air quality requirements.

   41-327-003:  PMF Industries, Inc. (2601 Reach Road, Williamsport, PA 17701) for operation of a batch vapor degreaser in the City of Williamsport, Lycoming County. The trichloroethylene emissions from the degreaser are controlled by a refrigerated freeboard chiller and by the implementation of work practice standards.

   The Department of Environmental Protection (Department) has determined that the respective air contamination source was constructed and is operating, in conformance with all applicable requirements contained in 25 Pa. Code Article III of the Rules and Regulations of the Department as well as with all conditions contained in Plan Approval 41-327-003. The Department consequently intends to issue an operating permit for this source.

   The Department intends to place conditions in the operating permit to be issued which are intended to assure continued compliance with all applicable regulatory requirements and all relevant conditions established in the respective plan approval as well as require appropriate monitoring and recordkeeping. The following is a summary of the most important conditions:

   1.  The amount of trichloroethylene used in this degreaser shall not exceed 9.99 tons in any 12 consecutive month period.

   2.  No degreasing solvent other than trichloroethylene shall be used in the subject degreaser without prior approval from the Department.

   3.  The degreaser shall incorporate a freeboard ratio of at least 1.15 and a manually operated cover in addition to the refrigerated freeboard chiller.

   4.  The company shall not operate, or permit the operation of, the subject degreaser without the simultaneous operation of the refrigerated freeboard chiller.

   5.  The temperature of the chilled air blanket created by the refrigerated freeboard chiller, as measured at the coldest point on a vertical axis through the center of the degreaser, shall not exceed 57°F at any time the sump heater is on, except during the chiller defrost cycle.

   6.  The degreaser cover shall be maintained in its closed position during the idling mode and during the downtime mode unless either the solvent has been removed or maintenance or monitoring is being performed that requires that the cover not be in place.

   7.  The degreaser shall be equipped with interlocks designed to stop heat to the degreaser if the vapor level raises above the height of the primary condenser, if the solvent level lowers to the sump heater coils, if a low flow condition exists in the cooling water supply, or if a high temperature condition exists in the cooling water supply.

   8.  Total facility-wide hazardous air pollutant emissions, including those from the degreaser approved herein, shall be less than 10 tons per 12 consecutive month period for any single hazardous air pollutant and 25 tons per 12 consecutive month period for all hazardous air pollutants combined.

   9.  The source shall comply with all applicable requirements specified in Subpart T of the National Emission Standards for Hazardous Air Pollutants, 40 CFR 63.460-63.469, as well as 25 Pa. Code § 129.63.

   96-038:  V and S Philadelphia Galvanizing, LLC (2520 East Hagert Street, Philadelphia, PA 19125) for coating (hot dip galvanizing) materials in the City of Philadelphia, Philadelphia County. The facility's significant air emission sources include two zinc galvanizing kettles, a 450,000 BTU/hr no. 2 oil-fired kettle burner, five pickle tanks, a strip tank, a caustic tank, two flux tanks and yard lot/vehicle traffic. All emissions are fugitive.

MINING ACTIVITY APPLICATIONS

   Applications under the Surface Mining Conservation and Reclamation Act (52 P. S. §§ 1396.1--1396.19a); the Noncoal Surface Mining Conservation and Reclamation Act (52 P. S. §§ 3301--3326); The Clean Streams Law (35 P. S. §§ 691.1--691.1001); the Coal Refuse Disposal Control Act (52 P. S. §§ 30.51--30.66); The Bituminous Mine Subsidence and Land Conservation Act (52 P. S. §§ 1406.1--1406.21). Mining activity permits issued in response to the applications will also address the applicable permitting requirements of the following statutes:  the Air Pollution Control Act (35 P. S. §§ 4001--4015); the Dam Safety and Encroachments Act (32 P. S. §§ 693.1--693.27); and the Solid Waste Management Act (35 P. S. §§ 6018.101--6018.1003).

   The following permit applications to conduct mining activities have been received by the Department of Environmental Protection (Department). A copy of the application is available for inspection at the District Mining Office indicated before each application. Where a 401 Water Quality Certification is needed for any aspect of a particular proposed mining activity, the submittal of the permit application will serve as the request for the certification.

   Written comments or objections, or requests for informal conferences on applications, may be submitted by any person or any officer or head of any Federal, State or local government agency or authority to the Department at the same address within 30 days of this publication, or within 30 days after the last publication of the applicant's newspaper advertisement, as provided by 25 Pa. Code §§ 77.121--77.123 and 86.31--86.34 (relating to public notices of filing of permit applications, opportunity for comment and informal conferences).

   Where any of the mining activities listed will have discharges of wastewater to streams, the Department will incorporate NPDES permits into the mining activity permits issued in response to these applications. NPDES permits will contain, at a minimum, technology-based effluent limitations (as described in the Department's regulations--25 Pa. Code §§ 77.522, 87.102, 88.92, 88.187, 88.242, 89.52 and 90.102) for iron, manganese, suspended solids, settleable solids, alkalinity and pH. In addition to the previous, more restrictive effluent limitations, restrictions on discharge volume, or restrictions on the extent of mining which may occur will be incorporated into a mining activity permit, when necessary, for compliance with water quality standards (in accordance with 25 Pa. Code Chapters 93 and 95). Persons or agencies which have requested review of the NPDES permit requirements for a particular mining activity within the previously-mentioned public comment period will be provided with a 30-day period to review and submit comments on those requirements.

   Written comments or objections should contain the name, address and telephone number of persons submitting comments or objections; application number; and a statement of sufficient detail to inform the Department on the basis of comment or objection and relevant facts upon which it is based. Requests for an informal conference must contain the name, address and telephone number of requestor; application number; a brief summary of the issues to be raised by the requestor at the conference; and a statement whether the requestor desires to have the conference conducted in the locality of the proposed mining activities.

FEDERAL WATER POLLUTION CONTROL ACT, SECTION 401

   The following permit applications and requests for Environmental Assessment approval and requests for Water Quality Certification have been received by the Department of Environmental Protection (Department). Section 401 of the Federal Water Pollution Control Act (FWPCA) (33 U.S.C.A. § 1341(a)), requires the State to certify that the involved projects will not violate the applicable provisions of sections 301--303, 306 and 307 of the FWPCA (33 U.S.C.A. §§ 1311--1313, 1316 and 1317) as well as relevant State requirements. Initial requests for 401 Water Quality Certification will be published concurrently with the permit application. Persons objecting to approval of a request for certification under section 401 or to the issuance of a Dam Permit or Water Obstruction and Encroachment Permit, or the approval of an Environmental Assessment must submit any comments, suggestions or objections within 30 days of the date of this notice as well as any questions to the office noted before the application. Comments should contain the name, address and telephone number of the person commenting, identification of the certification request to which the comments or objections are addressed and a concise statement of comments, objections or suggestions including the relevant facts upon which they are based.

   The Department may conduct a fact-finding hearing or an informal conference in response to comments if deemed necessary. Each individual will be notified, in writing, of the time and place of a scheduled hearing or conference concerning the certification request to which the comment, objection or suggestion relates. Maps, drawings and other data pertinent to the certification request are available for inspection between the hours of 8 a.m. and 4 p.m. on each working day at the office noted before the application.

   E17-361. Mosquito Creek Sportsman Association, P. O. Box 218, Frenchville, PA 16836. Mosquito Creek Acid Abatement Project, in Girard Township, Clearfield County, ACOE Baltimore District (The Knobs, PA Quadrangle N:  18.7 inches; W:   8.3 inches).

   To construct, operate and maintain a concrete dam, intake structure and outfall structure in an unnamed tributary to Mosquito Creek (High Quality-Cold Water Fishery) for the operation and maintenance of an acid precipitation abatement facility. The dam shall be constructed of cast in-place concrete with a maximum height of 3-feet, crest width of 6-feet and crest length of 15-feet. The concrete dam, intake structure and outfall shall be constructed during stream low flow and in dry work conditions through the use of dams and pumping or fluming stream flow around work areas. The project will temporarily impact 500-square feet of wetland while permanently impacting a maximum of 50-feet of waterway. The project is located along the southern right-of-way of SR 2004 at a point where the unnamed tributary to Mosquito Creek crosses beneath the Ardell Road. This permit also authorizes the construction, operation, maintenance and removal of temporary crossings, diversions and cofferdams needed to construct the acid precipitation abatement facility. Upon completion of the construction activities, all temporary structures shall be removed with disturbed areas restored to original contours and elevations. All wetland impacts shall be temporary; wetland replacement will not be required, provided however, clay dikes and trench plugs are properly used and all disturbed wetlands are restored.

   E18-323. Western Clinton County Municipal Authority, P. O. Box 363, Renovo, PA 17764-0363. Small Projects Water Obstruction and Encroachment Joint Permit Application, in Renovo Borough, Clinton County, ACOE Susquehanna River Basin District (Renovo East, PA Quadrangle N:  14.5 inches; W:  13.5 inches).

   To construct and maintain a 45` diameter secondary wastewater clarifier tank and a 32`x34` sludge dewatering building, all of which is located on Erie Street in Renovo Borough. This project proposes to have a minimal impact on the Susquehanna River, which is, designated a Warm Water Fishery and does not propose to impact any jurisdictional wetlands.

   E18-324. Kevin R. Bowes, 1351 West Winter Road, Loganton, PA 17747. 71" by 48" arch pipe, in Logan Township, Clinton County, ACOE Baltimore District (Loganton, PA Quadrangle N:  0.95 inch; W:  15.0 inches).

   To construct and maintain a 71-inch by 48-inch by 20-foot long galvanized arch culvert in Greenburr Gap stream on the south side of West Winter Road approximately 700 feet west of the center of Greenburr in Logan Township, Clinton County. The project will impact approximately 30 feet of waterway. Greenburr Gap is a High Quality-Cold Water fisheries stream.

   To remove the existing structure and to construct and maintain a bridge (with scour protection), having a clear span of 10.97 m and an underclearance of 2 m on T-678 (Leroy Street) across Dixon Run (CWF). The project is located approximately 90 feet east of S.R. 0403 (Clymer, PA Quadrangle N:  16.6 inches; W:  0.97 inch).

This structure replaces the former building which burned down and was removed at the same location.

   E27-065, Forest County, Forest County Courthouse, Elm Street, Tionesta, PA 16353. T-353 Red Bridge Road Across West Hickory Creek, in Harmony Township, Forest County, ACOE Pittsburgh District (West Hickory, PA Quadrangle N:  15.5 inches; W:  12.2 inches).

   To remove the existing structure and to construct and maintain a prestressed concrete I-beam bridge having a clear span o f 83.5 feet and an underclearance of 7.7 feet on a 60 degree skew across West Hickory Creek (HQ-CWF) on T-353 (Red Bridge Road) approximately 1.4 miles west of S.R. 4002.

   The project begins approximately 1,000 feet upstream of SR 4013 bridge and continues downstream 5.1 miles to the confluence of the Chemung River in Ashland New York. This assessment covers the Pennsylvania portion of the project (19,495 feet) in Ridgebury Township, Bradford County (Bentley Creek N:  13.94; W:  12.44). The purpose of the project is to conduct stream restoration activities that will address bank erosion, grade control and sediment transport. The project will reconstruct the channel and floodplain to proper bankfull elevations by grading embankments and placing control structures in the channel. The entire project will disturb 4 acres.

   The Department of Environmental Protection (Department) has taken the following actions on previously received permit applications and requests for plan approval. The actions are listed in two categories. Section I lists all municipal and industrial permits and Section II lists oil and gas related permits.
