Air Quality Plan Approval Application No. 03-000-180

   The Pennsylvania Department of Environmental Protection (Department) will hold a public hearing on July 7, 1998, at 10 a.m. in the Department's Allegheny Conference Room, 400 Waterfront Drive, Pittsburgh, PA 15222. The hearing is for the Department to take testimony concerning Reasonably Available Control Technology (RACT) for the Consolidated Natural Gas Transmission Corporation's (CNGT) South Bend Compressor Station in South Bend Township, Armstrong County.

   The purpose of the hearing is to issue a RACT Operating Permit for Air Quality Plan Approval No. 03-000-180.

   CNGT has complied with RACT requirements by retrofitting six Clark HLA-8 internal combustion engines driving natural gas compressors with lean emission combustion technology. Oxides of Nitrogen (NOx) emissions from these engines have been reduced to 3 g/bhp-hr at full load/full speed conditions.

   CNGT has retarded the ignition timing by four degrees relative to standard timing on an Ingersoll Rand JVG-6 internal combustion engine used for moving natural gas through the facility's dehydration system. In addition, an operating limit of 500 hours per year has been accepted for the company's Caterpillar G3512 internal combustion engine which is used for auxiliary electric power generation. These actions satisfy the presumptive RACT requirements pursuant to 25 Pa. Code § 129.93 for these engines.

MINING

APPLICATIONS TO CONDUCT COAL AND NONCOAL ACTIVITIES

   Applications under the Surface Mining Conservation and Reclamation Act (52 P. S. §§ 1396.1--1396.19a); the Noncoal Surface Mining Conservation and Reclamation Act (52 P. S. §§ 3301--3326); The Clean Streams Law (35 P. S. §§ 691.1--691.1001); the Coal Refuse Disposal Act (52 P. S. §§ 30.51--30.66); the Bituminous Mine Subsidence and Land Conservation Act (52 P. S. §§ 1406.1--1406.21). Mining activity permits issued in response to the applications will also address the applicable permitting requirements of the following statutes: the Air Pollution Control Act (35 P. S. §§ 4001--4015); the Dam Safety and Encroachments Act (32 P. S. §§ 693.1--693.27); and the Solid Waste Management Act (35 P. S. §§ 6018.101--6018.1003).

   The following permit applications to conduct mining activities have been received by the Department of Environmental Protection (Department). A copy of the application is available for inspection at the District mining office indicated above each application. Where a 401 water quality certification is needed for any aspect of a particular proposed mining activity, the submittal of the permit application will serve as the request for the certification.

   Written comments or objections, or requests for informal conferences on applications, may be submitted by any person or any officer or head of any Federal, State or local government agency or authority to the Department at the same address within 30 days of this publication, or within 30 days after the last publication of the applicant's newspaper advertisement, as provided by 25 Pa. Code §§ 77.121--77.123 and 86.31--86.34 (relating to public notices of filing of permit applications, opportunity for comment and informal conferences).

   Where any of the mining activities listed below will have discharges of wastewater to streams, the Department will incorporate NPDES permits into the mining activity permits issued in response to these applications. The NPDES permits will contain, at a minimum, technology-based effluent limitations (as described in the Department's regulations--25 Pa. Code §§ 77.522, 87.102, 88.92, 88.187, 88.242, 89.52 and 90.102) for iron, manganese, suspended solids, settleable solids, alkalinity and pH. In addition to the above, more restrictive effluent limitations, restrictions on discharge volume, or restrictions on the extent of mining which may occur will be incorporated into a mining activity permit when necessary for compliance with water quality standards (in accordance with 25 Pa. Code Chapters 93 and 95). Persons or agencies which have requested review of the NPDES permit requirements for a particular mining activity within the above-mentioned public comment period will be provided with a 30-day period to review and submit comments on those requirements.

   Written comments or objections should contain the name, address and telephone number of persons submitting comments or objections; application number; and a statement of sufficient detail to inform the Department on the basis of comment or objection and relevant facts upon which it is based. Requests for an informal conference must contain the name, address and telephone number of requestor; application number; a brief summary of the issues to be raised by the requestor at the conference; and a statement whether the requestor desires to have the conference conducted in the locality of the proposed mining activities.

ENCROACHMENTS

   The following Dam Safety and Encroachment permit applications, requests for Environmental Assessment approval, and requests for water quality certification have been received by the Department of Environmental Protection. Section 401(a) of the Federal Water Pollution Control Act (33 U.S.C.A. § 1341(a)) requires the State to certify that the involved projects will not violate the applicable provisions of 33 U.S.C.A. §§ 1311--1313, 1316 and 1317, as well as relevant State requirements. Initial requests for 401 certification will be published concurrently with the permit application. Persons objecting to approval of a request for certification under section 401 or to the issuance of a Dam Safety or Encroachment Permit or the approval of Environmental Assessments must submit any comments, suggestions or objections within 30 days of the date of this notice as well as any questions to the office noted above the application.

   E15-575.  Encroachment. West Chester United Soccer Club, P. O. Box 1842, West Chester, PA 19380-0065. To construct and maintain a 45-foot long pedestrian bridge with an underclearance of 7 feet across the East Branch of Chester Creek (TSF). The site is located approximately 1,000 feet southwest of the intersection of Route 926 and Creek Road at the West Chester United Soccer Club's fields (West Chester Quadrangle N: 10.6 inches; W: 5.95 inches) in Thornbury Township, Chester County.

   E23-371.  Encroachment. Ridley Park Borough, 105 E. Ward Street, Ridley Park, PA 19078-3099. To remove an existing 22-foot long, 5-foot wide pedestrian bridge and to construct and maintain a 42-foot long, 5-foot wide pedestrian bridge to accommodate the increased width of the creek; dredge existing lake bed and new sediment basins; widen the streambed at entrance area to lake and miscellaneous maintenance work activities such as repair of 950 linear feet of gabion bank stabilization, installation of riprap for stormwater outfall scour protestion, install an aerator fountain etc. The site is located upstream from Ridley Park Dam (D23-53A) across Little Crum Creek (WWF) (Lansdowne USGS Quadrangle N: 0.50 inches; W: 11.25 inches) in Ridley Park Borough, Delaware County.

   E51-166.  Encroachment. PA DOT, 200 Radnor-Chester Rd., St. Davids, PA 19087. To provide major maintenance to 166 existing Schuylkill Expressway (S. R. 76) support columns by placing concrete encasement protection around the lower exposed portion of these steel pile supports. R-6 riprap will be used to protect the base of these columns and provide scour protection. Scour protection utilizing R-6 riprap will also be installed at stormwater outfalls. This work extends approximately 6500 linear feet along the west bank of the Schuylkill River (WWF, MF) in the vicinity of Walnut Street (Philadelphia, PA-NJ Quadrangle N: 11.0 inches; W: 8.8 inches) in the City of Philadephia, Philadelphia County.

To construct and maintain steel beams at the banks of East Branch Antietam Creek for the purpose of supporting overhead pipelines which runs over the creek for irrigation purposes located about 1,000 feet east of Roadside Village (Waynesboro, PA Quadrangle N: 2.4 inches; W: 3.9 inches) in Washington Township, Franklin County.

   E36-652.  Encroachment. Lancaster County Commissioners, David McCudden, 50 N. Duke St., Lancaster, PA 17608. To construct and maintain a bridge having three clear spans of 72.25, 69.75 and 67.5 feet each of prestressed concrete beams with a concrete slab deck for the superstructure, with a low-chord underclearance of 31 feet at midcenter over the Conestoga River, supported by two reinforced concrete piers and abutments. Rock slope protection will be placed adjacent to both bridge abutments along the river banks. The bridge is for access to a proposed juvenile detention facility to be located on the Sunnyside peninsula, connecting Circle Avenue to Broad Street (Lancaster, PA Quadrangle N: 5.9 inches; W: 5.2 inches) in the City of Lancaster, Lancaster County.

   E67-626.  Encroachment. Joseph Bene, 60 Crestwood Lane, York, PA 17402. To place 260 linear feet of fill in the floodway of an unnamed tributary to Mill Creek for the purpose of flood control for new medical offices located between Memory Lane and Pleasant Valley Road (York, PA Quadrangle N: 20.3 inches; W: 8.3 inches) in Springettsbury Township, York County.

   E67-627.  Encroachment. Springettsbury Township, Paul Amic, 1501 Mt. Zion Rd., York, PA 17402. To place fill in a 0.3 acre pond and to construct and maintain 60 linear feet of 42-inch diameter reinforced concrete pipe in an unnamed tributary to Mill Creek for the purpose of constructing the Pleasant Valley Road extension west of Memory Lane (York, PA Quadrangle N: 20.6 inches; W: 8.6 inches) in Springettsbury Township, York County.

   E49-417.  Encroachment. Ralph Knorr, R. R. 3, Box 183A, Sunbury, PA 17801. To extend a 15 inch storm drain pipe and to place about 6 inches of fill along approximately 300 feet of eroded stream bank in Little Shamokin Creek. The project is located on Bush Hollow Road off Rt. 890 approximately 500 feet south of Augustaville (Treverton, PA Quadrangle N: 9.5 inches; W: 16.2 inches) in Rockefeller Township, Northumberland County. Estimated stream disturbance is approximately 300 feet with no wetland impacts; stream classification is Cold Water Fishery.

   E53-312.  Encroachment. Gospel Tabernacle Inc., 31 Port Allegheny Rd., Coudersport, PA 16915. To place and maintain fill in 0.24 acre of a 2.7 acre Palustrine emergent wetland for the purpose of constructing an elderly housing complex. To compensate for impact, the applicant proposes to meet the wetland replacement requirement by participating in the Pa. Wetland Replacement Project. The project site is located directly north of SR 006, approximately 0.1 mile east of the Eulalia Township boundary (Coudersport, PA Quadrangle N: 2.4 inches; W: 6.0 inches) in Coudersport Borough, Potter County.

   E59-359.  Encroachment. PA Dept. of Transportation, 715 Jordan Ave., Montoursville, PA 17754. To permanently encroach upon 4.6 acres of wetland and to construct, operate and maintain 10 permanent stream encroachments for the upgrade of a 5.4 mile corridor of an existing highway to a limited access four lane highway. The stream encroachments shall consist of: 1) the enclosure of Flower Run with a 66 inch × 591 foot culvert pipe and a 100 foot long rock apron; 2) the 200 feet of an unnamed tributary to Johnson Creek channel relocation; 3) a six span bridge across Johnson Creek having a total span of 758 feet and width of 50 feet for the northbound lane; 4) a six span bridge across Johnson Creek having a total span of 754 feet and a width of 50 feet for the southbound lane; 5) the enclosure of Mills Creek with a 14 foot × 7 foot × 336 foot box culvert and a 50 foot long rock apron; 6) the 80 feet of Mills Creek channel relocation; 7) the enclosure of Bone Run with a 14 foot × 7 foot × 515 foot box culvert and a 50 foot long rock apron; 8) the 30 feet of Bone Run channel relocation; 9) the 90 feet of an unnamed tributary to Johnson Creek channel relocation; and 10) the placement of roadway embankment in the floodway of an unnamed tributary to the Tioga River. This permit also authorizes the temporary impact to 1.6 acres of wetland and 1905 feet of waterway for the associated construction crossings and stream diversions. The project is located along the eastern right-of-way of existing SR 0015 approximately 0.5 mile south of the Blossburg Borough corporate boundary (Blossburg, PA Quadrangle N: 6.0 inches; W: 12.0 inches) in Bloss, Covington, Hamilton, and Liberty Townships and Blossburg Borough, Tioga County. The permittee shall fully restore all temporarily impacted waterways and wetlands. Permanent wetland impacts shall be mitigated by the construction of 5.6 acres of replacement wetlands.

   E59-364.  Reissuance. Encroachment. Department of Conservation and Natural Resource, P. O. Box 8451, Harrisburg, PA 17105. To remove an existing structure and to construct, operate and maintain a single span prestressed concrete spread box beam bridge to carry Asaph Run Road across Asaph Run. The bridge shall be constructed with a clear single span of 60 feet, an average underclearance of 5.0 feet and a clear roadway width of 20.1 feet. The project is located along the northern right-of-way of SR 0006 approximately 1.9 miles northwest of the intersection of SR 3022 and Asaph Run Rd. (Asaph, PA Quadrangle N: 5.8 inches; W: 8.0 inches) in Shippen Township, Tioga County. Estimated stream disturbance is 150 linear feet with no wetland impact; stream classification is high quality-cold water fishery.

   E59-372.  Encroachment. Corey Creek Golf Club, P. O. Box 444, Mansfield, PA 16901. To excavate and place fill in a 0.8 acre Palustrine emergent wetland for the purpose of constructing an irrigation pond. To compensate for impact, the applicant proposes to construct 0.8 acre of onsite replacement wetlands. The project site is located north of SR 006, approximately 1.5 miles east of the SR 549 and SR 006 intersection (Mansfield, PA Quadrangle N: 8.25 inches; W: 2.95 inches) in Sullivan Township, Tioga County.

   E63-424.  Encroachment. Monongahela Iron & Metal Company Inc., P. O. Box 250, Monongahela, PA 15063-1401. The new total length of the facility will now be 525 feet (Monongahela, PA Quadrangle N: 12.8 inches; W: 4.8 inches) in the City of Monongahela, Washington County.

   E65-686.  Encroachment. DeNunzio Properties, Inc., P. O. Box 74, Jeannette, PA 15644. To construct and maintain a single span bridge having a normal span of 33.0 feet and an underclearance of 5.0 feet across Zellers Run (WWF) for the purpose of accessing future garage rental units. The project is located on Weaver Street (Greensburg, PA Quadrangle N: 7.0 inches; W: 7.1 inches) in the Borough of Southwest Greensburg, Westmoreland County.

   NPDES Permit No. PA 0112950.  Sewerage. Con-Way Central Transportation Services Inc. has been granted an NPDES permit to discharge treated wastewater from facility located at Bradford Township, Clearfield County.

   WQM Permit No. 4192403 Amendment.  Sewerage. Hughesville Wolf Township Joint Municipal Authority P. O. Box 207, R. R. 3, 167 Woolen Mill Road, Hughesville, PA 17737. The Authority proposes to convert two of their existing sludge drying beds into a belt filter press building. The facility is located at Wolf Township, Lycoming County.

Applicant has been granted permission to construct and maintain a small flow treatment facility to serve a truck terminal. Facility located at Bradford Township, Clearfield County.

   WQM Permit No. 1496411-T2.  Sewerage. Jennifer A. Sinisi, 770 Steele Hollow Road, Julian, PA 16844. Transfer of above permit has been completed. Facility located at Huston Township, Centre County.

   NPDES Permit No. PA0097268.  Sewage, Unison Health Care, 8800 North Gainey Center Drive, Suite 245, Scottsdale, AZ 85258 is authorized to discharge from a facility located at Henry Clay Villa Nursing Home STP, Henry Clay Township, Fayette County to unnamed tributary of Hall Run.

Construction of a small flow sewage treatment facility located in the Township of Penn, Westmoreland County to serve the Hamill Manufacturing Company Sewage Treatment Plant.
