Notices of invitations for bids and requests for proposals on State contracts for services and commodities for which the bid amount is reasonably expected to be over $10,000, are published in the State Contracts Information Section of the Pennsylvania Bulletin prior to bid opening date. Information in this publication is intended only as notification to its subscribers of available bidding and contracting opportunities, and is furnished through the Department of General Services, Vendor Information and Support Division. No action can be taken by any subscriber or any other person, and the Commonwealth of Pennsylvania is not liable to any subscriber or any other person, for any damages or any other costs incurred in connection with the utilization of, or any other reliance upon, any information in the State Contracts Information Section of the Pennsylvania Bulletin. EFFECTIVE JULY 1, 1985, A VENDOR'S FEDERAL IDENTIFICATION NUMBER (NUMBER ASSIGNED WHEN FILING INCOME TAX DOCUMENTS) OR SOCIAL SECURITY NUMBER IF VENDOR IS AN INDIVIDUAL, MUST BE ON ALL CONTRACTS, DOCUMENTS AND INVOICES SUBMITTED TO THE COMMONWEALTH.
Act 266 of 1982 provides for the payment of interest penalties on certain invoices of "qualified small business concerns". The penalties apply to invoices for goods or services when payments are not made by the required payment date or within a 15 day grace period thereafter. Act 1984-196 redefined a "qualified small business concern" as any independently owned and operated, for-profit business concern employing 100 or fewer employees. See 4 Pa.Code § 2.32. The business must include the following statement on every invoice submitted to the Commonwealth: "(name of business) is a qualified small business concern as defined in 4 Pa. Code 2.32."
A business is eligible for payments when the required payment is the latest of:
The payment date specified in the contract.
30 days after the later of the receipt of a proper invoice or receipt of goods or services.
The net payment date stated on the business' invoice.

Contractor shall provide maintenance and protection of traffic. The work shall be performed within nine counties of PennDOT District 2. Contractor shall be paid maximum of eight hours one way for travel distance to each drilling site. If travel distance is less than eight hours one way, actual hours for travel time shall be paid. Bidders must be prequalified by the Pennsylvania Department of Transportation. The contract shall be bid on a Service Purchase Proposal/Contract form and awarded by competitive bid.

Contractor shall supply all labor and parts necessary to test, recharge, and repair fire extinguishers as requested by the Center. Service must be provided by qualified personnel. Contractor will be notified when a group is ready for testing and recharging. Contractor will pick-up and deliver to the Center upon completion of checking, testing, and recharging. All Center fire extinguishers removed from the premises for routine servicing must be returned within a reasonable period, and in no case, later than five days. Estimated quantities and sizes of extinguishers to be recharged and have pressure tests, if necessary, are available by contacting the Center. Award shall be made on the basis of the lowest aggregate bid.
