Notices of invitations for bids and requests for proposals on State contracts for services and commodities for which the bid amount is reasonably expected to be over $10,000, are published in the State Contracts Information Section of the Pennsylvania Bulletin prior to bid opening date. Information in this publication is intended only as notification to its subscribers of available bidding and contracting opportunities, and is furnished through the Department of General Services, Vendor Information and Support Division. No action can be taken by any subscriber or any other person, and the Commonwealth of Pennsylvania is not liable to any subscriber or any other person, for any damages or any other costs incurred in connection with the utilization of, or any other reliance upon, any information in the State Contracts Information Section of the Pennsylvania Bulletin. EFFECTIVE JULY 1, 1985, A VENDOR'S FEDERAL IDENTIFICATION NUMBER (NUMBER ASSIGNED WHEN FILING INCOME TAX DOCUMENTS) OR SOCIAL SECURITY NUMBER IF VENDOR IS AN INDIVIDUAL, MUST BE ON ALL CONTRACTS, DOCUMENTS AND INVOICES SUBMITTED TO THE COMMONWEALTH.
Act 266 of 1982 provides for the payment of interest penalties on certain invoices of "qualified small business concerns". The penalties apply to invoices for goods or services when payments are not made by the required payment date or within a 15 day grace period thereafter. Act 1984-196 redefined a "qualified small business concern" as any independently owned and operated, for-profit business concern employing 100 or fewer employees. See 4 Pa.Code § 2.32. The business must include the following statement on every invoice submitted to the Commonwealth: "(name of business) is a qualified small business concern as defined in 4 Pa. Code 2.32."
A business is eligible for payments when the required payment is the latest of:
The payment date specified in the contract.
30 days after the later of the receipt of a proper invoice or receipt of goods or services.
The net payment date stated on the business' invoice.

RFP No. 35-95 The intent of the Department of Public Welfare is to have a Request for Proposal (RFP) for Management, Administration and Operations of the Allentown Secure Treatment Unit. The objectives of this service are to provide a security program that is designed to serve adjudicated delinquents between the ages of 12 and 20 years who are serious offenders, extremely aggressive, runaway risks, and who most often have serious emotional and mental health problems. Students committed to the unit have had prior contacts with the courts, have had several placements and are most often lacking in the internal control necessary to cope in open institutional and/or community settings, and thus require controls provided by a maximum security setting. ASTU is a 16 bed secure facility serving emotionally disturbed youths, situated on the grounds of Allentown State Hospital located in Allentown, Lehigh County, Pennsylvania. These institutional services will provide needed secure care beds in an already overcrowded YDC/YFC system. These care, custody and rehabilitative services will provide a positive impact on the futures of many students' lives.

4300-03 Printing plans size to size. Reproduce Highway Letting Plans from an original plan sheet of 22" x 36" to 22" x 36". Each plan sheet must be copied 5 to 20 times. Price per sheet includes 2 fasteners on 22" side, collating, wrapping and labeling, pick-up and delivery. Original plans must be insured at replacement costs applicable at time of pick-up. Also the Carrier must be bonded to ensure reproduced plans are delivered as specified. Original plans will be picked up in Room 1106 of the Transportation and Safety Building, and returned there with completion of reproduction work. Reproduced plans will be delivered to Room G-125, Transportation and Safety Building. (Pick-up and delivery sites are subject to change due to potential relocating of PennDOT personnel.) Delivery hours are between 8:00 a.m. and 2:00 p.m. Basic 48 hour delivery time. Billing will be separate for each job by order requested.
