MINING ACTIVITY ACTIONS

   Actions on applications under the Surface Mining Conservation and Reclamation Act (52 P. S. §§ 1396.1--1396.19a); the Noncoal Surface Mining Conservation and Reclamation Act (52 P. S. §§ 3301--3326); The Clean Streams Law (35 P. S. §§ 691.1--691.1001); the Coal Refuse Disposal Control Act (52 P. S. §§ 30.51--30.66); the Bituminous Mine Subsidence and Land Conservation Act (52 P. S. §§ 1406.1--1406.21). The final action on each application also constitutes action on the request for 401 water quality certification. Mining activity permits issued in response to such applications will also address the applicable permitting requirements of the following statutes: the Air Quality Control Act (35 P. S. §§ 4001--4015); the Dam Safety and Encroachments Act (32 P. S. §§ 693.1--693.27); and the Solid Waste Management Act (35 P. S. §§ 6018.101--6018.1003).

   56841603.  PBS Coals, Inc. (P. O. Box 260, Friedens, PA 15541), to revise the permit for the Shade Creek Preparation Plant in Shade Township, Somerset County to add existing haul road, no additional discharge. Permit issued December 22, 1995.

   56841325.  RoxCoal, Inc. (P. O. Box 149, Friedens, PA 15541), to transfer the permit for the Laurel bituminous deep mine in Shade Township, Somerset County from Triebel, Inc., no additional discharge. Permit issued December 22, 1995.

   56911302.  RoxCoal, Inc. (P. O. Box 149, Friedens, PA 15541), to operate the Long T bituminous deep mine in Stoneycreek Township, Somerset County, for transfer of the Diamond T Mine's permit to RoxCoal, Inc. and combine with the Longview permit (the Longview permit number will be retained), no additional discharge. Permit issued December 22, 1995.

   09840301C3.  G.R.O.W.S., Inc. (1000 New Ford Mill Road, Morrisville, PA 19067), renewal of NPDES Permit #PA0614301 in Falls Township, Bucks County, receiving stream unnamed tributary to Delaware River and Van Sciver Lake. Renewal issued December 28, 1995.

   19950301.  Stillwater Asphalt, Inc. (P. O. Box 330, Kline Road (T-595), Benton, PA 17814), commencement, operation and restoration of a large noncoal operation in Stillwater Borough, Columbia County, affecting 9.2 acres, receiving stream Fishing Creek. Permit issued December 27, 1995.

   The Department of Environmental Protection has taken the following actions on previously received permit applications, requests for Environmental Assessment approval, and requests for Water Quality Certification under section 401 of the Federal Water Pollution Control Act (33 U.S.C.A. § 1341(a)).


Actions on applications filed under the Dam Safety and Encroachments Act (32 P. S. §§ 693.1--693.27) and section 302 of the Flood Plain Management Act (32 P. S. § 679.302) and sections 5 and 402 of the act of June 22, 1937 (P. L. 1987, No. 394) (35 P. S. §§ 691.5 and 691.402) and Notice of final action for certification under section 401 of the Federal Water Pollution Control Act (33 U.S.C.A. § 1341(a)) (Note: Permits issued for Small Projects do not include 401 Certification, unless specifically stated in the description).

   Southeast Regional Office: Program Manager, Water Management Program, Lee Park, Suite 6010, 555 North Lane, Conshohocken, PA 19428.

   E09-698.  Encroachment. Borough of Quakertown, P. O. Box 727, Quakertown, PA 18951. To remove low flow stream crossing and to construct and maintain a 14-foot wide by 2-foot high reinforced concrete box culvert across Beaver Run Creek for the purpose of providing an access to the Borough's water supply well. The site is located approximately 175 feet east of the intersection of California Road and the Borough line (Quakertown, PA Quadrangle N: 10 inches; W: 13.1 inches) in Richland Township, Bucks County. This permit was issued under section 105.13(e) ''Small Projects''. This permit also includes 401 Water Quality Certification.

   Northcentral Region: Water Management--Soils and Waterways, F. Alan Sever, Chief, 208 West Third St., Williamsport, PA 17701.

   E08-231.  Encroachment. North Towanda Township Supervisors, R. R. 1, Box 63-1, Towanda, PA 18848. Install a 50 foot long 10 foot diameter steel tank to an existing 95 foot long culvert and maintain the new 145 foot length of culvert located approximately 1,219 feet north on Campbell Road from its intersection with S. R. 0006 (Towanda, PA Quadrangle N: 8.5 inches; W: 13 inches) in North Towanda Township, Bradford County.

   E14-275.  Encroachment. Joseph C. Meter, Jr., 511 West Branch Road, State College, PA 16801. Repair and maintain an existing single span bridge across Slab Cabin Run to provide access to private property. Work shall consist of replacing the abutments and superstructure that will provide a minimum span of 30.0 feet and an average underclearance of 6.0 feet. The proposed work is located approximately 1,000.0 feet south of the intersection of S. R. 3009 and S. R. 0322 State College, PA Quadrangle N: 5.8 inches; W: 11.4 inches in College Township, Centre County.

   Southwest Regional Office: Soils and Waterways Section, 400 Waterfront Drive, Pittsburgh, PA 15222-4745.

Permits Issued

   E02-1116.  Encroachment. Joseph Fay Company, P. O. Box 11351, Pittsburgh, PA 15238. To place and maintain fill in approximately 0.07 acre of wetlands on the left bank of the Allegheny River and on the right bank of Plum Creek for the purpose of the deposition of clean fill material. The project is located just upstream of the confluence of the Allegheny River and Plum Creek, approximately 700 feet south of the intersection of College Avenue and Allegheny River Boulevard (New Kensington West, PA Quadrangle N: 2.0 inches; W: 13.5 inches) in Oakmont Borough, Allegheny County.

   E02-1127.  Encroachment. U. S. Steel Group, 1206 Braddock Avenue, Braddock, PA 15104. To relocate, operate and maintain the existing outfall structure on the right bank of, and in the channel of the Monongahela River for the purpose of the relocation of the Army Corps of Engineer's Lock and Dam No. 2. The project is located at River Mile 11.3 (Braddock, PA Quadrangle N: 2.8 inches; W: 15.0 inches) in North Braddock Borough, Allegheny County. This permit was issued under section 105.13(e) ''Small Projects''. This permit also includes 401 Water Quality Certification.

   E32-368.  Encroachment. Department of Transportation, P. O. Box 429, Indiana, PA 15701-0429. To construct and maintain a 20-foot by 7.5-foot concrete box culvert (bottom slab depressed 1.5 feet) in the proposed relocated Stoney Run located on the proposed S. R. 3043, Section 490 (Rose Street Extension) and to relocate and maintain said stream for a length of 950 L. F. starting from 200 feet upstream of the proposed culvert. The project includes construction and maintenance of two outfall structures (Indiana, PA Quadrangle N: 19.50 inches; W: 5.37 inches). The project is in White Township, Indiana County.

   E63-401.  Encroachment. Kenneth M. Kochman, 584 Cherryhill Drive, Bridgeville, PA 15136. To place and maintain fill in the floodway of and along the left bank of an unnamed tributary to Chartiers Creek for the purpose of improving applicant's property, and to extend and maintain the existing 15-inch diameter outfall pipe on the left bank of said stream. The project is located on Cherrybrook Lot 22, approximately 2,500 feet northeast of the intersection of Baker Road and Interstate Route 79 (Canonsburg, PA Quadrangle N: 11.6 inches; W: 2.0 inches) in Cecil Township, Washington County. This permit was issued under section 105.13(e) ''Small Projects''. This permit also includes 401 Water Quality Certification.

   E63-403.  Encroachment. Bureau of Abandoned Mine Reclamation, P. O. Box 8476, Harrisburg, PA 17105-8476. To relocate and maintain approximately 2,800 feet of the channel of a tributary to the Monongahela River, to remove debris from the existing culverts in said stream and to place and maintain fill in an intermittent impoundment on the left bank of the Monongahela River for the purpose of reclaiming approximately 64 acres of an abandoned mine site (Project No. OSM 63 (4756) 101.1). The project is located on the north side of the intersection of First Street and State Highway 62198 (California, PA Quadrangle N: 0.8 inch; W: 8.3 inches) in Centerville Borough, Washington County.

   E65-623.  Encroachment. Dept. of Transportation, P. O. Box 459, Uniontown, PA 15401. To remove the existing structure and to construct and maintain a bridge having a normal span of 40 feet and an underclearance of 7.8 feet across Welty Run. The bridge is located on S. R. 2023, Section B01, Station 71+06 (Mammoth, PA Quadrangle N: 15.8 inches; W: 14.3 inches) in Mount Pleasant Township, Westmoreland County.


Notice of Certification to Perform Radon-Related Activities in Pennsylvania

   In the month of December 1995, the Department of Environmental Protection of the Commonwealth of Pennsylvania, under the authority contained in the Radon Certification Act (63 P. S. §§ 2001--2014) and regulations promulgated thereunder at 25 Pa. Code Chapter 240, has certified the persons listed below to perform radon-related activities in Pennsylvania. The period of certification is 2 years. For a complete list of persons currently certified to perform radon-related activities in Pennsylvania and for information as to the specific testing devices that persons certified for testing or laboratory are certified to use, contact the Bureau of Radiation Protection, Radon Division, P. O.
